Who can benefit?
  • Individual Investors (formerly Act 22): U.S. citizens becoming bona fide PR residents by meeting criteria like physical presence, tax home, and closer connection to Puerto Rico.
  • Must not have lived in Puerto Rico in the prior 10 years.
  • Export Services Businesses (formerly Act 20): Companies exporting services from Puerto Rico to clients outside the island.
Key Requirements
  • Residency: Minimum 183 days/year or occupying presence test.
  • Buy a primary residence in Puerto Rico within 2 years of receiving a decree.
  • Donate at least $10,000 annually to approved nonprofits (half must benefit child-poverty focused group
Tax Break Highlights
    🧾 Individuals (Act 60 Chapter 2)
  • 0% income tax on interest and dividends from Puerto Rico–sourced investments until Dec 31, 2035.
  • 0% tax on capital gains realized after establishing residency; pre-residency gains taxed at 5% if realized ≥10 years after moving and before 2036.

    💼 Businesses (Act 60 Chapter 3)

  • Export service companies taxed at 2–4% income tax, depending on scale & innovation level.
  • 100% exemptions on dividends and property municipal taxes; 75% property tax relief; 50% municipal license exemption.
  • Decrees last 15 years, renewable for another 15.
